When Burt Rutan launched his SpaceShipOne in 2004, reporters asked aerospace industry spokesmen how Rutan could do it so much faster and cheaper than NASA. The answer they gave, and always give, boils down to the government bureaucracy.
That answer is too easy. To the scientifically inclined, I would point to the emergent properties of large organizations with a guaranteed funding source.
