So with California, they send out By-Mail (Absentee) ballot packets out to every Active Registered voter, which in the 2024 General Election, was 22,836,602 individuals. But the actually sent out 23,003,434 which was 166,832 more than allowed, at a rate of 100.73%. This was reported in their reporting to the U.S. Election Assistance Commission (EAC), in the Election Administration and Voting Survey (EAVS) disclosure.
