New Jersey Analysis, an outcome of the non-citizens on voter rolls, with some voting in federal elections:

So the prior projection of 2,121 of non-citizens voting in federal elections was on track, for the FED number of over 35,000 non-citizens on the active voting rolls. Rate of those voting, of the 6,600 individual who had indicated NO on the DMV device, but who voted in federal elections for 400, results in the rate of 6.06%. In the 2nd image, they indicated that 2,214 had voted previously, of those removed.

Typically only active voters are eligible to receive ballot packets, as By-Mail (absentee), or as an In-person individual. If they go to the polls, their status can be updated, at check-in, once the changes have been resolved. According to HAVA provisions, voter who have not participated in two or more federal elections can be modified to an inactive status, then another two federal elections, to purge them from voter rolls, after the notification process has been completed.
